Aloha! Welcome to the HIRSA website.

This site contains information on legislative concerns and dive related issues specific to Hawaii and local community events. Both hirsa.net along with the hawaiianscuba.com websites are the main source of information on scuba diving related issues facing the Hawaiian Islands. HIRSA members are committed to providing a unified voice on issues that affect the unique and diverse dive industry that exists in our community in Hawaii. We will diligently pursue a wide array of dive related issues and will create a better understanding between our members and the establishments that affect our future. 

An Atmosphere of excellence will envelop our membership and establish HIRSA as the dominant organization for diver related causes in the Hawaiian Islands

  • Promoting the business of scuba diving, snorkeling and safe diving practices in Hawaii
  • Increasing dive tourism in the Hawaiian Islands
  • Establishing dive events for Island residents and tourists
  • Promoting a healthy marine environment and increasing environmental awareness
  • Establishing an active recreational dive lobby
  • Working with governmental agencies on issues that affect both commercial and recreational divers
  • Working to establish additional underwater attractions
  • Involving media in diving events to expose diving to the non-diving community

Objectives and Accomplishments

With a proactive agenda and continual communication, HIRSA will make a positive impact on the Hawaiian Islands dive industry.

Overall Goals and Objectives of HIRSA:
1. Act as a trade association for scuba retailers and resorts offering scuba charters and programs in Hawaii
2. Support and promote healthy, active diving in Hawaii
3. Expand promotions to increase diving tourism to the Hawaiian Islands
4. Abide by, and further, safe diving practices
5. Establish an active and supportive recreational dive lobby
6. Work with government agencies in promoting a healthy marine environment

Long Term Projects:
1. Develop a safe and ecological dive site mooring standard
2. Create and support underwater attractions (artifical reefs)
3. Establish procedures and standards for dive site security
4. Increase dive tourism to the Hawaiian Islands
5. Monitor and respond to government issues effecting dive
operations and the marine environment

Short Term Projects:
1. Build a solid base of HIRSA members and increase membership
through continual membership drives
2. Support and increase participation in local and state dive events

Accomplishments for 2006:
1. Participated in Oceans Expo, Honolulu 2006
2. Active participation in community beach clean-up projects
3. Continue participation with Coast Guard and HOST committee on diving standards and issues where the Federal agencies may try to regulate us
4. Monitored and responded to government issues....Kauai, Oahu beach issues
5. Staffed several booths at the DEMA 2006 show in Orlando, Florida
......planning for the 2007 DEMA show
6. Held the HIRSA Industry Day...a day long exchange of ideas by members and industry people....PADI, Diver Magazines, US Coast Guard, Marketing Experts, etc.
7. Established www.hirsa.net as a tool for communicating and as a resource guide
